发汤彦俊摄  意见稿提到,事发相关单位在民用航空器不安全事件调查过程中应当给予协助配合,无正当理由,不得拒绝。 任何单位和个人不得阻碍、干涉民用航空器不安全事件调查工作,不得作伪证或者指使他人作伪证。   此外,事发相关单位应当根据调查工作需要,立即封存并妥善保管与此次民用航空器不安全事件相关资料。

同时,事发现场应按相关规定进行保护。   意见稿称,若民航生产经营单位或个人有上述行为之一的,对民航生产经营单位处3万元以下的罚款,对个人处1000元以下罚款。   根据交通部公布的修订说明显示,意见稿对民航局、民航地区管理局的调查职责、组织实施、委托权限、工作流程、报告时限、结果公布和调查经费、设备装备、调查人员等的管理规定进行了修订和补充。

  另外,还新增对民航生产经营单位、航空产品型号设计和制造单位的管理规定,要求其建立民用航空器不安全事件调查体系,明确部门和职责,编写调查程序,配备调查人员和设备。
